Why is Snoopy considered a beagle?

Snoopy, the dog from the Peanuts cartoons, is a beagle. Why did the writer/creator/whoever label Snoopy as a beagle when he looks absolutely nothing like a beagle. He’s freakin’ white with black ears and a black spot on his back. I’ve never, eeeeeeeever seen a white beagle with black ears and a black spot on its back. I’ve seen brown and white beagles, and brown, black, and white beagles, but none that ever come close to resembling Snoopy.
